### A New Design Framework for Packaging Sold in the EU

The European Union's Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, applies generally beginning August 12, 2026. It changes the way packaging placed on the EU market must be considered across its life cycle, from material selection and package design to recycled content, labeling, reuse and end-of-life performance.

For beauty and personal care brands, the practical message is straightforward: sustainability can no longer sit in a separate workstream. Decisions about the bottle, jar, tube, pump, dropper, closure, label and decoration all contribute to the performance of the finished package under PPWR.

Not every PPWR obligation begins on the same date. Major recyclability and recycled-plastic-content requirements phase in toward 2030 and 2035, and some details will be finalized through delegated acts, implementing acts and harmonized standards. However, cosmetic packaging programs often require years of development, testing, tooling and commercialization. Packages being designed today may still be on the market when those requirements take effect.

### 2. Design for Recycling Means Evaluating the Complete Package

By 2030, packaging will need to satisfy design-for-recycling criteria and achieve an acceptable recyclability performance grade under the PPWR framework. From 2035, the assessment will also account for whether packaging is recycled at scale. The regulation provides timing contingencies tied to forthcoming EU measures, so project teams should monitor the final criteria as they are adopted.

The critical engineering point is that recyclability is not determined by the main container alone. A polypropylene bottle with a polyethylene component should not automatically be called recyclable simply because both resins are commonly collected. The relevant question is whether the finished configuration can be collected, sorted and recycled within the intended stream without reducing the quality or yield of the recycling process.

A complete-package review may include:

- Bottle, jar, tube or compact body
- Pump engine, actuator, collar, closure, dip tube, piston and spring
- Dropper pipette, bulb and elastomer components
- Liners, seals, adhesives, labels and sleeves
- Coatings, metallization, inks, foil and other decoration

Material percentages, density, size, sorting behavior, component separation and compatibility with the target recycling stream all matter. Glass packages also require a system review: a recyclable glass bottle can be hindered by an incompatible pump, closure, coating, label or decorative treatment.

### 2. Recycled Plastic Content: Know the Target and the Calculation

Under PPWR, many cosmetic primary packages are expected to be treated as contact-sensitive packaging. Subject to the regulation's definitions, calculation methodology and applicable exemptions, the recycled-content targets for plastic packaging include:

| **Plastic contact-sensitive packaging** | **2030** | **2040** |
| --- | --- | --- |
| **PET** | 30% | 50% |
| **Plastic other than PET** | 10% | 25% |

A common mistake is to look only at the PCR percentage shown on one component drawing. PPWR calculations are not necessarily a simple package-by-package declaration. The regulation establishes calculation rules based on the average recycled content for each type and format of packaging, per manufacturing plant and year, and the Commission is expected to establish detailed methodology and verification rules.

- Before specifying post-consumer recycled resin, developers should verify:
- PCR source, chain of custody and traceability
- Commercial availability and supply continuity
- Color, clarity and odor effects
- Molding behavior, dimensional stability and process capability
- Formula compatibility and package-product interaction
- Test data, certificates and other supporting documentation

PCR is therefore both a material decision and a supply-chain decision. The package must meet its intended performance while the brand and supplier retain evidence supporting the recycled-content claim.

### 3. Material and Component Selection

Where technically practical, simpler material systems generally make recyclability easier to assess. Mono-material construction can be beneficial, but the label should not substitute for analysis. A package marketed as mono-material may still contain springs, liners, adhesives, colorants or barrier layers that affect the finished assessment.

Airless systems require particular attention because the visible outer bottle represents only part of the assembly. Developers may need to document the outer bottle, inner bottle or pouch, piston, pump engine, spring, actuator and closure. For droppers, the combination may include glass, PP, PE, silicone, TPE, nitrile or other elastomers. EVOH, multilayer barriers, coatings and adhesives should be evaluated according to the amount used and their impact on the applicable recycling process.

### 4. Decoration, Color, Labels and Sleeves

Decoration should be reviewed before artwork and appearance standards are locked. Metallization, foil stamping, metalized labels, full-body sleeves, heavy coatings, inks and adhesives can change sorting or recycling outcomes. Dark or highly opaque colors may also affect detection, depending on the substrate and sorting technology.

This does not mean every premium decorative technique must be eliminated. It means aesthetics and recyclability must be developed together. Early trials can help the team compare visual impact, process requirements and end-of-life compatibility before the brand invests in tooling, qualification or production inventory.

### 5. Packaging Minimization Must Be Demonstrable

PPWR strengthens the expectation that packaging weight and volume be limited to what is necessary for functionality. For cosmetic packaging, teams should review wall thickness, oversized caps, double-wall construction, false bottoms, overcaps, decorative parts and excessive headspace.

Lightweighting cannot come at the expense of package integrity. Additional material may be justified when it is required for drop performance, top-load strength, barrier protection, torque retention, dimensional stability, formula protection or filling-line performance. The engineering objective is not simply to remove material; it is to use the minimum material needed for the complete system to perform reliably—and to document why that amount is necessary.

### 6. Refill and Reuse Must Work as Systems

A refillable package should operate as a genuine refill system, not merely contain a removable part. Engineering evaluations should address durability, repeated opening and closing, leakage, refill insertion and removal, hygiene, consumer handling and component life. The refill itself must also be evaluated for its material use and recyclability.

A heavier durable outer package may be appropriate if it remains in use through enough refill cycles to provide the intended environmental benefit. That conclusion should be supported by a realistic system design and, where appropriate, life-cycle analysis, not by the word refillable alone.

### 7. Build the PPWR Development File as You Go

Technical documentation is a core part of the PPWR framework. Waiting until launch to reconstruct component information creates unnecessary risk, especially when materials, suppliers or decoration have changed during development.

APC engineers recommend maintaining a structured development file that includes:

- Complete bill of materials and resin identification for every component
- Individual component weights and total package weight
- PCR percentage, source, traceability and supplier documentation
- Decoration, coating, label, sleeve and adhesive specifications
- Formula compatibility and package performance test results
- Finished-package recyclability assessment
- Revision records when the design, material, supplier or decoration changes

The documentation should support the finished configuration placed on the market, not only the original concept or an undecorated control sample.

### The Developer Gate Review Before Design Freeze

Before design freeze, the brand, packaging supplier, decorator, filler and other relevant partners should confirm the following sequence:

| **MATERIALS  →  COMPONENT WEIGHTS  →  RECYCLING STREAM  →  DfR  →  PCR  → DECORATION  →  MINIMIZATION  →  COMPATIBILITY  →  DOCUMENTATION  →  FINAL TESTING** |
| --- |

If one of these inputs changes, the team should determine whether the recyclability assessment, PCR calculation, compatibility testing or technical documentation also needs to be updated.
